Plesk update from 17.0 to 17.5 fails: Start service... Access is denied

Symptoms

Update from Plesk 17.0 to 17.5 failed with the following error message:

Cause

This is a Plesk bug with ID #PPP-29170 which was fixed in Plesk Onyx 17.8 Preview 1 .

Resolution

As workaround, create an empty file in %plesk_dir%\MySQL folder.
