Symptoms
Unable to update Atomic ModSecurity rule-set in Plesk. The following error is shown in Plesk:
PLESK_ERROR: Failed to update the ModSecurity rule set: modsecurity_ctl failed: HTTP Error 404: Not Found
Unable to download tortix rule set
PLESK_ERROR: Error: Failed to update the ModSecurity rule set: modsecurity_ctl failed: ('The read operation timed out',)
Unable to download tortix rule set
PLESK_ERROR: Error: Failed to update the ModSecurity rule set: modsecurity_ctl failed: HTTP Error 500: Internal Server Error Unable to download tortix rule set
PLESK_ERROR: Error: Failed to update the ModSecurity rule set: modsecuritymng failed: Unknown error (Error code 12002) at HttpSendRequest()

Cause
A temporary issue on Atomicorp side.
Resolution

Go to Tools and Settings > Web Application Firewall (ModSecurity) and click OK.

Go to Tools & Settings > Scheduled Tasks > Add Task and manually run ModSecurity rule-set update:
3.1. In the Command filed add:
CONFIG_TEXT: /usr/local/psa/bin/sw-engine-pleskrun /usr/local/psa/admin/plib/DailyMaintainance/script.php -f UpdateModSecurityRuleSet
3.2. Click Run Now.

Still there is this problem, how long? more than 2 or years and nothing changes, so slowly the management should make a head and exchange the whole floor responsible for this. If I were in this team, I would give myself a bullet, since I still have honor.

Looks like Plesk was not able to install rules due to repos issue:
Failed to fetch http://ftp.debian.org/debian/dists/jessie-updates/InRelease Unable to find expected entry 'main/binary-amd64/Packages' in Release file (Wrong sources.list entry or malformed file) E: Some index files failed to download
Please check the article below, apply solution and try to reinstall rules:

I followed the above and now I get a different error:
