Where the banned/blacklisted IP addresses are located in Plesk and can be removed?
Answer
IP addresses may be blocked in several locations:

Go to Tools & Settings > Firewall. If firewall rules management is enabled, check rules that may potentially block access for the particular IP address.
Note: If an external firewall between the Plesk server and the Internet exists, also check this firewall for restricting rules.

(For Mail service) Go to Tools & Settings > Mail Server Settings > Black list tab and check if the IP address is listed there.

(For Plesk for Linux) Go to Tools & Settings > IP Address Banning (Fail2Ban) and check the list of Banned IP Addresses.

Some extensions may have their own blacklists, for example, Imunify360, Juggernaut Firewall, etc. Find potential blocks in the extension's settings.

I don't have these options in Tools and Settings. I'm using Plesk for Windows Version 17.8.11 Update #57. Is there another way to see who's banned or blocked from connecting to our FTP accounts?

Check Tools & Settings > Firewall, there could be a rule that forbids some IP addresses to connect to FTP.
I'm desperate I searched everywhere and I couldn't find where the blocking of my IP address is, I know it has something to do with the Firewall because when I disable it for a few moments I can access it via my IP address, but I even tried to uninstall the Firewall, however, without a positive result until I reviewed the rules, I am new to plesk and brings all my clients to my new server and I cannot perform maintenance without a VPN

Please be sure that your server IP address and the IP address you're using for connecting to Plesk is whitelisted:
Log into Plesk > Tools & Settings > Fail2ban > Trusted IP addresses > Add trusted IP
In case the issue persists, don't hesitate to contact our Support Team directly, so they may assist you with this issue.
For clients, it would be helpful if they can check if their current IP address is blocked (mainly for Mail access).

Currently, such functionality is yet to be implemented in Plesk. I suggest you create a request on the UserVoice portal and describe the needs with as many details as possible. The top-ranked suggestions are likely to be included in the next versions of Plesk.
