How to enable HTTP/2 in Plesk for Windows Server?
Answer
HTTP/2 support was introduced in Windows Server 2016 (IIS 10.0) and is enabled by default. No additional actions are required from Plesk side. Previous Windows Server releases (IIS 8.5 and earlier) do not support HTTP/2.
To verify that HTTP/2 is enabled:

In a web-browser, open web console ( F12 ) and switch to the Network tab.

Open your website over HTTPS and check the Protocol column.

But if asp core site uses Kestrel, Will IIS 8.5 restrinct communication via http/2?

HTTP/2 is not available in IIS 8.5. Whatever the application, it will work over HTTP 1.1 only.
HTTP/2 was introduced in IIS 10 which is available in Windows Server 2016 by default.
