Are you logged in as 'admin' user? It is not accessible for other Plesk users by design. Check https://support.plesk.com/hc/en-us/articles/360006905994 for details.
@Albert Stienen
You have a Windows server, and Plesk for Windows supports only IIS. Even if you installed Apache for Windows, Plesk will not recognize it and you should make any changes in its configuration manually (refer to https://support.plesk.com/hc/en-us/articles/115000063989-Does-Plesk-support-Apache-web-server-for-Windows- for more information). Plesk does not support such scenario, so make any changes on your own risk.
@Albert Stienen
Apache is not supported in Plesk for Windows. Instead, Plesk uses IIS web server. All our KB articles imply that Plesk has default configuration, e.g. IIS is used on Windows Plesk server, thus resolution for Windows contains steps on how to change default index type in IIS.
