RAM and CPU are not available in Resource Controller (cgroups) on Debian 8.
Following entries in

Cgroups has limited functionality on Debian 8 OS. Debian 8 kernel does not support the cgroups CPU and RAM resource usage limitation. This is limited on a kernel side. Here is the detailed information about the issue on Debian side: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=789019
As a workaround, install the newer kernel version from the debian-backports repository:
Connect to the server using SSH.
Execute the following commands to upgrade Debian 8 kernel:
# echo deb http://http.debian.net/debian jessie-backports main > /etc/apt/sources.list.d/jessie-backports.list
# apt-get update
# apt-get -t jessie-backports install linux-image-amd64
/etc/default/grubin any text editor and set the following parameters:
CONFIG_TEXT: GRUB_CMDLINE_LINUX_DEFAULT="cgroup_enable=memory swapaccount=1"
Reboot the server
