How to restrict Administrator access to Plesk by IP address?
Note: This restriction applies to Plesk Administrator account and additional Plesk Administrator accounts only. Other Plesk users are not affected by this restriction.
Go to Tools & Settings > IP Access Restriction Management (under Security)
Choose the option according to your needs and click OK:
Allowed, excluding the networks in the list - Users, whose IP address is added to the list, will not be able to log in to Plesk as Plesk Administrator or Additional Plesk Administrator.
Denied from the networks that are not listed - Only those users, whose IP addresses is added to the list, will be able to log in to Plesk as Plesk Administrator or Additional Plesk Administrator.
Click Add Network and add an IP address in accordance with the option above.

There is no dedicated solution for users with non-constant IP addresses.
Traditionally such users use IPs from some range. IP ranges (subnets) may also be added, see step 4.
DynDNS usage does not influence connection to any server as a connection is done by IP address.
How do you block access to the Plesk login page by IP? I understand that you can block the physical login approval by IP, but how do you block access to the login page by IP?

What about cloudflare? If i acces my domain.com:8443 i have a cloudlfare ip address becuase plesk is not able to solve the real ip address
