PhpMyAdmin doesn't work, error page is shown:

When trying to access Tools&Settings > Database Servers or Tools&Settings > Database Hosting Preferences page goes to redirect loop.
Operating System was upgraded recently.
During system upgrade, client libraries or MySQL itself were updated and became out-of-sync during communication, because service was not restarted.
To fix the issue restart MySQL service:
1. Connect to the server using SSH.
2. Perform the following command:
For Ubuntu and Debian systems:
# service mysql restart
For CentOS and RHEL systems:
# service mariadb restart
