The setting of VPN was done according to the official documentation article VPN Component:
Plesk VPN was correctly installed on the server:
# plesk bin extension -l | grep vpn
vpn - Virtual Private Networking
VPN connection was successfully set up via Plesk > Extensions > Virtual Private Networking:
Archive with packages was successfully downloaded on the next page (on Windows 10) via the link For a Windows Client in the section Download client packages:
It is not possible to install packages via
Install TAP device.batfile from the downloaded archive due to the following error:
No devices removed.

It is known bug PPPM-6951 which will be fixed in future product updates
As a workaround perform the following:
Download Official OpenVPN client for Windows:
Install it by default (as TAP Virtual Ethernet Adapter is already selected)
Go to Plesk > Extensions > Virtual Private Networking and press on the link For a Windows Client in the section Download client packages:
Extract downloaded archive
openvpn-package.zipto some folder, e.g.
C:\VPN\systemfolder and move
vpn-keyfile to the root drive (by default
openvpn.conffile to the root drive (by default
C:\) and rename it to
Right click on appeared OpenVPN icon in the trey and click on Import file...
openvpn.ovpnfile in the appeared window
and click on Open
Right click on OpenVPN icon in the trey and click on Edit Config

Establish the connection by right clicking on OpenVPN icon in the trey and clicking on Connect:
