Unable to run a scheduled task on behalf of a subscription user in Plesk: "Access is denied" or "Permission denied"

When running a scheduled task in Plesk at Domains > example.com > Scheduled Tasks, the operation fails with one of the following errors:

PLESK_ERROR: Access is denied

PLESK_ERROR: Permission denied

A Plesk subscription user has insufficient permissions to access other subscription files or use system utilities on behalf of a admin/root user.
