Subscriptions, domains, subdomains cannot be created from the command line when Retain web and traffic statistics option in Tools&Settings > Server Settings is set to any value more than 3:
# plesk bin subdomain --create subdomain -d example.com -php true
An error occurred during domain creation: Unable to accept the template: the following limitations are exceeded.

However, creating domain from the Plesk (UI) is possible without any error.
This is Plesk bug with ID #PPPM-5727 , which is planned to be fixed in future Plesk updates.
As a workaround, create subdomain from UI: Domains > example.com > Create subdomain
Change the value in Server Settings to be lower than in any service plan:
# plesk bin server_pref -u -stat-keep 1
Adjust the value in the service plans to be not lower than in Server Settings:
# plesk bin service_plan -u 'Unlimited' -keep_traf_stat 120
How to find what value is in Server Settings right now (will work only with non-default value):
# plesk bin server_pref -s | grep stat
How to find what value is in the service plan:
# plesk bin service_plan -i 'Unlimited' | grep 'Maximum number of log files'
