Plesk installation via CLI fails with one of the following errors:
CONFIG_TEXT: Error: Failed to download the file http://autoinstall-win.plesk.com/PANEL-WIN_17.5.3/thirdparty-msi-Windows-any-x86_64/vcredist110_x86.msi: Failed to connect to autoinstall-win.plesk.com port 80: Timed out

The network issue might be temporary, try to launch the installation once again.
Check that port 80 is opened for outbound connections in the firewall.
In case several network adapters are used, check the one of them is used for outbound connections and make sure that it has access to the external network.
Check the routing table.
