Unable to manage the Windows firewall via Plesk: Could not load file or assembly

Symptoms

Unable to manage the Windows firewall through Plesk under Tools & Settings > (Security) - Firewall In the Windows Event Viewer, Plesk log contains the following event from `winfwmng.exe`:


System.IO.FileNotFoundException: Could not load file or assembly 'psa.ip.device, Version=12.5.30.23739, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The system cannot find the file specified.
File name: 'psa.ip.device, Version=12.5.30.23739, Culture=neutral, PublicKeyToken=null'
at winfwmng.WinFwMng.showOpMode(XmlNode node)
at winfwmng.WinFwMng.processShow(XmlNode node)
at winfwmng.WinFwMng.Main(String[] args)

WRN: Assembly binding logging is turned OFF.
To enable assembly bind failure logging, set the registry value [HKLM\Software\Microsoft\Fusion!EnableLog] (DWORD) to 1.
Note: There is some performance penalty associated with assembly bind failure logging.
To turn this feature off, remove the registry value [HKLM\Software\Microsoft\Fusion!EnableLog].

Cause

`%plesk_bin%\psa.ip.device.dll` is missing.

Resolution

Put the missing file from another server or reinstall the plesk-service-node-utilities package properly according to the steps from article
