The following errors could be found in
PLESK_INFO: [Note] Server hostname (bind-address): '203.0.113.2'; port: 3306
[Note] - '184.108.40.206' resolves to '203.0.113.2';
[Note] Server socket created on IP: '203.0.113.2'.
[ERROR] Can't start server: Bind on TCP/IP port: Cannot assign requested address
[ERROR] Do you already have another mysqld server running on port: 3306 ?
Plesk is not accessible with the following error:
PLESK_INFO: ERROR: Zend_Db_Adapter_Exception: SQLSTATE[HY000]  Connection refused
Additionally, an exception has occurred while trying to report this error: Zend_Exception
No entry is registered for key 'translate' (Abstract.php:144)

Unable to start mysqld service:
# service mysqld start
MySQL Daemon failed to start.
Starting mysqld: [FAILED]
MySQL service is bind to incorrect IP address in
/etc/my.cnf. It should be bind to loopback IP address.
Note: if you don't have root access to Plesk via SSH, contact your hosting provider regarding the issue
Login to the server over SSH and apply a solution according to your Plesk version:
For Plesk Onyx
Set loopback address binding for MySQL server:
# plesk sbin mysqlmng --bind-address local
For Plesk 12.x
Set loopback address in
Restart MySQL\MariaDB service:
# service mysqld restartor
# service mariadb restart
