Unable to access a website via HTTP when HTTPS is enabled: HTTP 403.4

Symptoms

SSL is enabled and the correct certificate is assigned to a domain. When browsing http://example.com, the following error is shown:

403.4 Forbidden

Article #213913365 did not help.

Cause

SSL requirement is configured in the website settings.

Resolution

Disable the SSL requirement at Subscriptions > example.com > Website&Domains > IIS Settings > Require SSL
