You can buy the extension here.
Cause

Resolution
To use Docker, consider using Plesk with an operating system that supports it:
- CentOS 7
- RedHat 7
- Debian 9
- Ubuntu 16.04
- Ubuntu 18.04
- Virtuozzo 7 with Update 1 Hotfix 1 (7.0.1-686) or later.
Also, Docker runs only on x86_64 systems.

I have Plesk Onyx Version 17.8.11 on Ubuntu 16.04, x86_64, and Docker still shows this message.
How can I find more information? Do I have to buy the extension??
Hello Santi Calvo,
If your server isn't running in a Virtuozzo container, then, I can suggest creating a ticket for Plesk technical support: https://support.plesk.com/hc/en-us/articles/213409109
Hi Artyom Baranov,
Thanks for your info. I might open it. My server is on a Virtual Private Server, but I don't think it's a Virtuozzo container.... I'll ask my provider.
Hi,
If I were to get Dockers installed on Centos 8, will Plesk be able to manage it locally?

Thanks
Hi Adrian Chan basically the reason why Docker is not available was the fact RedHat wiped it out from their repositories. So we did not test it and officially it is still not supported. Nevertheless, it might work in theory.
Any updates on when it'll be added on CentOS 8?
