Cannot add or enter into Password Protected Directory: (13)Permission denied: Could not open password file

Symptoms

Cannot create password protected directories:

[Wed Nov 16 12:40:21 2016] [error] [client 203.0.113.2] access to /test failed, reason: verification of user id 'test' not configured
[Wed Nov 16 12:40:32 2016] [error] [client 203.0.113.2] (13)Permission denied: Could not open password file: /var/www/vhosts/example.com/pd/d..httpdocs@test
[Wed Nov 16 12:40:32 2016] [error] [client 203.0.113.2] access to /test failed, reason: verification of user id 'test' not configured

Cause

Insufficient permissions to / var/www/vhosts/example.com/pd directory.

Resolution

Make sure that pd folder has correct permissions:

# chmod 0710 /var/www/vhosts/example.com/pd/
# chown -R root:psaserv /var/www/vhosts/example.com/pd/

and there are no additional Apache directives that change Apache user or group ID under Domains > example.com > Apache & nginx settings .
